SITUATION At 0000 UTC a Tropical Low 21U was centred within 25 nautical miles of latitude sixteen decimal one south (16.1S) longitude one hundred and eight decimal four east (108.4E) Recent movement : west southwest at 13 knots Maximum winds : 30 knots Central pressure: 1004 hPa The low is expected to develop into a tropical cyclone in the next 18 to 24 hours. AREA AFFECTED Within 70 nautical miles of centre. FORECAST Maximum winds to 30 knots near the centre increasing to 40 knots by 0000 UTC 24 February. Winds above 34 knots within 60 nautical miles of centre in southern quadrants by 1800 UTC 23 February extending to within 70 nautical miles in all quadrants by 0000 UTC 24 February with rough seas and moderate swell.
