To: Family of Services (FOS) subscribers, NOAA Weather Wire Service (NWWS) subscribers, Emergency Managers Weather Information Network (EMWIN) subscribers, NOAAPort subscribers, National Weather Service (NWS) partners and other users, and NWS employees. From: Sarah Marquardt Senior Service Hydrologist NWS Milwaukee Subject: Change to forecast services for Turtle Creek in south- central Wisconsin Effective May 30, 2025, river forecast services for Turtle Creek at Clinton, Wisconsin (NWS identifier CLIW3) and Turtle Creek at Beloit, Wisconsin (NWS identifier BOIW3) will undergo a change. As automated data is no longer available at BOIW3, areas along Turtle Creek that were previously provided river forecast services based on data from BOIW3 will now be served by the upstream gauge of CLIW3. With this change, flood impact categories for CLIW3 will be correlated with impacts in the Turtle Creek river reach extending from near the confluence of Turtle Creek with Little Turtle Creek downstream to the confluence with the Rock River. In addition, the river flood hazard area for Turtle Creek associated with the CLIW3 river gauge will be expanded to cover the aforementioned BOIW3 river reach. River flood watches and warnings based on forecasts from the CLIW3 river gauge will now include portions of Beloit in Rock County, Wisconsin (previously associated with river gauge BOIW3) as well as portions of South Beloit in Winnebago County, Illinois. River forecasts will be issued when river levels at CLIW3 reach or are forecast to reach or exceed Action Stage of 6 ft. Listed below are the current and proposed new flood stages for CLIW3, with Moderate Flood Stage to increase from 10 to 11 feet. Current Flood Stages New Flood Stages Action: 6.0 ft 6.0 ft Minor (Flood): 8.0 ft 8.0 ft Moderate: 10.0 ft 11.0 ft Major: 12.0 ft 12.0 ft These changes were coordinated with representatives from Rock County Emergency Management, City of Beloit Emergency Management, the Wisconsin DNR, and the NWS Chicago office.
